Restrictions on U.S. Entry by Presidential Proclamation
Current Status (Updated 12/17/2025)
- A Presidential Proclamation announced on December 16, 2025 expands and modifies restrictions on U.S. entry established by an earlier Proclamation issued on June 4, 2025. With the new Proclamation, a total of 39 countries as well as persons carrying travel documents issued by the Palestinian Authority are now subject to “full” or “partial” entry restrictions.
- “Full” restrictions prevent the entry of all immigrants and non-immigrants (including commonly used visas such as the H-1B or O-1).
- "Partial” restrictions prevent the entry of immigrants and non-immigrants seeking entry on the basis of a B-1, B-2, B-1/B-2, F, M, or J visa; H-1B, O-1 and other non-immigrant visas are unaffected.
- In addition to adding new countries, the range of restrictions for certain countries included in a previous Presidential Proclamation issued on June 4, 2026 have been changed.
- Certain countries have transitioned from partial to full restrictions (see the table below)
- Non-immigrant visas may now be issued for nationals of Turkmenistan (immigrant visas remain restricted)
- The new travel restrictions go into effect at 12:01am EST on January 1, 2026. Persons who are in the U.S. and who have a valid visa issued before the effective date are not subject to the entry ban, and no currently valid visas will be revoked as a result of the Proclamation. The entry restrictions do not apply to lawful permanent residents, dual nationals carrying passports from non-restricted countries, persons granted asylum or admitted as refugees, and certain others as listed in the Proclamation.
