Restrictions on U.S. Entry by Presidential Proclamation
Current Context (Updated 1/27/2026)
- Presidential Proclamation 10949 (issued on June 4, 2025) and Presidential Proclamation 10998 (issued on December 16, 2025), have imposed restrictions on entry for persons carrying passports and travel documents issued by the following countries and entities. Based on these proclamations, certain countries are currently subject to “full” restrictions on entry for all immigrant and non-immigrant visas; while others are subject to “partial” restrictions on entry for immigrant visas and certain non-immigrant visas, including the B, F, and J visas (however, commonly used visas such as the H-1B and O-1 visas are excluded for these restrictions).
- The lists below reflects restrictions that went into effect at 12:01am EST on January 1, 2026.
- Exceptions and exclusions: Persons who are in the U.S. and who have a valid visa issued before the effective date are not subject to restrictions on entry, and no currently valid visas are revoked as a result of either Proclamation. The entry restrictions do not apply to lawful permanent residents, dual nationals carrying passports from non-restricted countries, persons granted asylum or admitted as refugees, and certain others as listed in the Proclamation.

The following countries and entities are subject to restrictions on entry for all immigrant and non-immigrant visas, including commonly used non-immigrant visas such as the F-1 student visa, the J-1 exchange visitor visa, and the H-1B and O-1 visas.

The following countries and entities are subject to restrictions on entry for immigrant visas and non-immigrant visas in the B-1 / B-2 visitor visa, F-1 student visa, J-1 exchange visitor visa, and M-1 visa categories. Other non-immigrant visas, including the H-1B and O-1 visas, are not subject to restrictions on entry.
