Introduction to the "Fixed Time Period of Admission" Final Rule
Changes to F-1 and J-1 Regulations Scheduled to Go Into Effect on September 15, 2026
On July 17, 2026, the U.S. Department of Homeland Security published a final rule entitled "Establishing a Fixed Time Period of Admission and an Extension of Stay Procedure for Nonimmigrant Academic Students, Exchange Visitors, and Representatives of Foreign Information Media." The final rule is based on a proposed rule published on August 28, 2025, and includes many important regulatory changes affecting F-1 students, J-1 students and scholars, and their F-2 and J-2 dependents. The final rule is scheduled to go into effect on September 15, 2026. Until then, existing regulations still apply. Importantly, the regulations should not impact the ability of students and scholars to come to Brown for the Fall 2026 semester. Please refer to the information below for more details.
